When I was working at the jail, our area had a really strong TB coalition, which included the Lung Association, the area hospital IC staff, the Jail, and others, along with the local health department.  Our team wrote a letter outlining the issues faced and each one of the Infection Control Nurses brought it to their Hospital Administrators with not only the issues, but a proposal.  If every hospital put in approximately $5,000.00 (there were five of them) then the ALA would match their donation.  This could ensure folks could get out of Neg. AII rooms earlier, and the health department could place them into an apartment or motel until their infectious period was over.  It benefitted everyone (ALA held the purse, HD was the ones who decided who went in the housing).  This kitty was renewed every year through the hospitals, jails, etc. and went on for several years like that.  


Unfortunately I've lost touch with them, so do not know if it is still ongoing, but it seems like it would still work if all were motivated.
