Depends on how infectious they are. Sheriff or local police can be notified and watch for the individual/s. If it is believed they crossed state lines it is a federal issue and those agencies can be involved. Eventually if it is active TB they will show up in hospital or clinic. We call it adherence not compliance now so that the fault is not on the patient but providers. The next step would be lock up or ankle bracelet.
